When using OpenAI’s services, you must follow our Usage Policies. We update these rules occasionally both to ensure they are not overly restrictive and to strengthen protections for our users. We’re updating these policies to reflect:
Clarified our existing restrictions on using OpenAI models and outputs to train models intended as alternatives to or substitutes for OpenAI models or services.
Clarified protections for children and teens and requirements for high-stakes uses.
Incorporation of existing national security principles and their approval requirements for national security and law enforcement uses.
Approval requirements for model-access intermediaries.
These changes take effect on November 20, 2026; until then, the previous version remains in effect. Existing agreements and other applicable terms and policies continue to apply, including any express permissions in applicable agreements.
