You can access Chat History & Training controls in the ChatGPT Android app by following these steps:
Open the menu by clicking on the two horizontal lines in the top left corner of your screen in the Android app:
Then select the three horizontal dots next to your name:
Then click Data Controls
Finally, you should see Improve the model for everyone with a toggle to enable / disable:
