Submitting Reports about Elections-related Content
Authorized Brazilian government authorities may submit valid legal process, content-related requests, and other official communications through OpenAI’s dedicated Kodex portal. You will need a verified government account. If you do not already have one, create an account through the Kodex government signup page and complete the required verification steps. Please see below for more information on how to sign-up.
If you have trouble creating an account, signing in, or accessing the platform, contact Kodex Support at help@kodexglobal.com. Kodex is reserved for authorized government authorities.
If you are not an authorized government authority, including candidates, political parties, federations, and coalitions, submit your report through OpenAI’s content reporting form.

How to Contact OpenAI via Kodex (for Government Authorities)
OpenAI uses Kodex to receive and respond to communications from government authorities. This page explains how to submit a request or inquiry to OpenAI through Kodex.
Before you start
You will need a Kodex account. If you do not already have one, create an account on the Kodex website and complete any verification steps requested by Kodex during signup.

Note: This portal is reserved for authorized government authorities only. If you are not an authorized government authority, please refer to our Report Content form to tell us about potential policy violations or illegal content.
How to submit a request to OpenAI
Step 1: Log in and select OpenAI
Sign in to your Kodex portal.
In the list of organizations available in Kodex, select OpenAI.
Step 2: Choose the relevant submission path
Kodex provides two main submission paths for OpenAI:
1) Content Removal
Use Content Removal when your request relates to content that you believe should be removed or restricted, including:
Requests or orders relating to specific content
Notices that content may be unlawful or otherwise prohibited
Requests that require content review and action
2) User Data
Use User Data when your request relates to access to user data. Guidance is found in our OpenAI Government User Data Request Policy.
If you are unsure which path applies, choose the path that best matches your request. You may also use Quick Question (below) to ask for guidance.
Submitting general questions or compliance inquiries (“Quick Question”)
If your message is not a content removal request and is not a user data request — for example, a general question about compliance, processes, or how to submit a request — use the Quick Question option:
Select either Content Removal or User Data (either is acceptable for general inquiries).
Locate Quick Question (top-right of the page).
Submit your inquiry in the free-form text field and include any relevant details.
What happens after you submit
Your submission is delivered to OpenAI for review.
OpenAI will respond through Kodex.
You will be notified in Kodex and/or by email associated with your Kodex account when a response is posted.
