DSA Designated Point of Contact for Authorities in the European Union
Pursuant to Article 11 of the DSA, our Government Request Portal (Kodex) has been designated as OpenAI’s point of contact for communications with Member State authorities, the European Commission, and the European Board for Digital Services. You will need to sign up for an account with your government credential and submit requests through the Kodex portal. Such communications should be in English. This is reserved for engagement with the authorities listed above and with other governmental submissions to remove content.
For other types of inquiries, please use the mechanisms described below.
Contacting OpenAI via Kodex (for Government Authorities)
OpenAI uses Kodex to receive and respond to communications from government authorities. This page explains how to submit a request or inquiry to OpenAI through Kodex.
Before you start
You will need a Kodex account. If you do not already have one, create an account on the Kodex website and complete any verification steps requested by Kodex during signup.

Note: This portal is reserved for authorized government authorities only. If you are not an authorized government authority, please refer to our Report Content form to tell us about potential policy violations or illegal content.
How to submit a request to OpenAI
Step 1: Log in and select OpenAI
Sign in to your Kodex portal.
In the list of organizations available in Kodex, select OpenAI.
Step 2: Choose the relevant submission path
Kodex provides two main submission paths for OpenAI:
1) Content Removal
Use Content Removal when your request relates to content that you believe should be removed or restricted, including:
Requests or orders relating to specific content
Notices that content may be unlawful or otherwise prohibited
Requests that require content review and action
2) User Data
Use User Data when your request relates to access to user data. Guidance is found in our OpenAI Government User Data Request Policy.
If you are unsure which path applies, choose the path that best matches your request. You may also use Quick Question (below) to ask for guidance.
Submitting general questions or compliance inquiries (“Quick Question”)
If your message is not a content removal request and is not a user data request — for example, a general question about compliance, processes, or how to submit a request — use the Quick Question option:
Select either Content Removal or User Data (either is acceptable for general inquiries).
Locate Quick Question (top-right of the page).
Submit your inquiry in English in the free-form text field and include any relevant details.
What happens after you submit
Your submission is delivered to OpenAI for review.
OpenAI will respond through Kodex.
You will be notified in Kodex and/or by email associated with your Kodex account when a response is posted.
Language
To help OpenAI respond accurately and efficiently, please submit communications in English. If you must submit in another language, OpenAI will leverage internal translation tools and respond in English.

You can contact our support team via our AI Chat interface, which serves as our single point of contact for EU users under the DSA.

Illegal Content Reporting Webform
Pursuant to Article 16 of the DSA, if you are a user choosing to report illegal content, you can make a report via our webform.
Please see our Reporting content page for details about how you can report content in-product, including illegal content. OpenAI is committed to transparency in how we moderate content and comply with our legal obligations. Further information on our moderation and enforcement processes is set out in our Transparency & Content Moderation page.
Reports submitted through this process are reviewed in accordance with applicable law and our policies, and may result in content removal, restriction, or other appropriate action.
European Union Monthly Active Recipients for ChatGPT search
In accordance with our obligations under Article 24(2) of the DSA, OpenAI Ireland Limited publishes information on the average ‘monthly active recipients’ of ChatGPT search (i.e. our online search features) in the European Union, calculated over a six-month period.
For the six-month period ending 31 March 2026, ChatGPT search had approximately 159.1 million average monthly active recipients in the European Union.
This average has been calculated solely for the purposes of complying with our DSA obligations and should not be relied upon or used for other purposes.
